The infrastructure of the solid waste system in the governorates of Matrouh, Beheira, Damietta, Sharqia, and Giza.
The contract signing ceremony took place at the headquarters of the Ministry of Local Development in the New Administrative Capital in the presence of the leaders of the Arab Organization for Industrialization and the three ministries. The contracts include the construction of 5 safe sanitary landfills in the city of Barani in Matrouh Governorate, a sanitary burial cell in Badr City in Beheira Governorate, a sanitary burial cell in the Abu Greda area in Damietta Governorate, and a sanitary burial cell. In the city of Belbeis in Sharkia Governorate, and sanitary burial cells in the Shabramant site in Giza Governorate, at a total cost estimated at approximately 480 million pounds, and the Arab Organization for Industrialization will implement them in accordance with the technical requirements and detailed drawings approved in this regard, in addition to removing accumulations of garbage in a number of landfills in the governorates estimated at more than 500 thousand tons. At a cost of 85 million pounds.
In this regard, Major General. Engineer Mokhtar Abdel Latif, Chairman of the Arab Organization for Industrialization, stressed the implementation of the directives of President Abdel Fattah El-Sisi to continue the efforts made to activate the new system for managing municipal solid waste, in light of the paramount importance that the state attaches to improving Environmental, health and living conditions for citizens, reducing pollution rates, as well as establishing a national waste management industry and providing new job opportunities.
He explained that today we are witnessing the continued success of this national project, with the signing of the contract to implement the fifth phase of the infrastructure of the solid waste system in the governorates, which represents a major qualitative leap by finding a radical solution to the garbage problem, and will have positive repercussions on the sustainable development plan, pointing out that the plan established Achieve sustainability and continuity.
He added that the experiences of developed countries were reviewed in this context, to learn about the latest technologies and methods, explaining that the role of the Arab Organization for Industrialization is to provide equipment and machines for intermediate stations of all types for the infrastructure of the system in an integrated and central manner, in addition to establishing fixed intermediate stations, and designing and constructing sanitary landfills. Safe and evacuate random dumps, stressing that the system was designed in accordance with all standard and environmental conditions and specifications and taking into account the cultural appearance.
He stated that sanitary landfills are being implemented using modern methods, stressing the deepening of local manufacturing of many equipment by benefiting from advanced global expertise in this field.

For her part, Dr. confirmed Hala Al-Saeed, Minister of Planning and Economic Development, said that the waste management system is one of the most important mechanisms for achieving development goals related to the environment within the framework of the international goals and Egypt’s Vision 2030. It also contributes to achieving sustainability for environmental resources, stressing the Ministry of Planning’s keenness to support the new system and work with the ministries. The partner to implement it with the highest quality in line with the country’s trend towards a green economy.
Al-Saeed pointed out the Ministry of Planning’s keenness to integrate environmental and climate dimensions into the state’s plans to achieve sustainable development by launching and adopting a guide to environmental sustainability standards by working to green the investment plan and increasing the proportion of green public investments in the plan from 15% in 20/2021 to 40% this year ( 23/2024), then to 50% of total public investments by 24/2025.
The Minister of Planning and Economic Development added that the new waste management system provides clean energy sources through recycling technology aimed at generating energy, as well as providing new job opportunities for a large sector of young people.
For her part, Dr. Yasmine Fouad, Minister of Environment, thanked Major General Hisham Amna, Minister of Local Development, Dr. Hala Al-Saeed, Minister of Planning and Economic Development, and Major General Mukhtar Abdel Latif, President of the Arab Organization for Industrialization, for the support provided in the fourth and fifth stages of implementing the stages of the waste management system, noting that The journey that has been begun is continuing and successfully building the system, not only in completing the infrastructure and providing job opportunities, in addition to the most important part, which is the involvement of the private sector in building that system.
Dr. Yasmine Fouad, Minister of Environment, stressed the importance of signing the fifth phase contract for the infrastructure of the municipal waste system in the governorates for the fiscal years from 2023 to 2025, in order to implement a number of infrastructure projects, including new sanitary landfills, and establish new cells in a number of governorates, including Sharkia, Damietta, Beheira, Giza, and Matrouh. Which contributes to raising the efficiency of the municipal waste management system in these governorates.
Dr. explained. Yasmine Fouad said that the contract represents a reflection of the constructive cooperation between the ministries concerned with implementing the waste management system, as it comes as a continuation of the previously signed agreement contracts between the Ministries of Environment, Local Development, Planning and Economic Development and the Arab Organization for Industrialization, to implement the first, second, third and fourth stages of the infrastructure of the waste management system, within the framework of Implementing the directives of His Excellency President Abdel Fattah El-Sisi to raise the efficiency of the solid waste management system and improve the hygiene system.
The Minister of Environment indicated that the role of the Ministry is to contract with a specialized consulting body to approve the technical specifications and executive drawings for the works to be implemented, and to participate in the technical committee to examine, review and test the works under contract in their installation locations in the various governorates, in partnership with the Ministry of Local Development and the governorate within its scope. Each project separately, and also prepare indicative models for the terms and specifications for operating the infrastructure after its completion, in preparation for offering it to the private sector, and follow up on the performance of the projects after they are received to ensure they are operated according to the plan, and provide the necessary environmental technical support to complete the work that is the subject of the contract.
For his part, Major General Hisham Amna pointed out the keenness of the Ministry of Local Development to cooperate with the ministries and agencies concerned with the municipal solid waste system to raise the efficiency of the system and safely dispose of waste in all governorates and achieve citizens’ satisfaction with this important service in implementation of the directives of President Abdel Fattah El-Sisi, noting the keenness of The state seeks to bring about a real change that the citizen feels in the level of cleanliness in the governorates of the Republic, especially in light of the infrastructure projects that the state has implemented during recent years within the system’s various programs, including safe sanitary landfills, intermediate and fixed stations, purchasing equipment, lifting and removing millions of tons of historical accumulations of waste within the system. Integrated waste management in the governorates and intervention to overcome all problems and challenges related to garbage, which contributed to preserving the health and safety of citizens.
Major General Hisham Amna confirmed that the government, with all its ministries concerned with the municipal solid waste system, is working in the spirit of one team to quickly achieve quick results on the ground in the level of cleanliness of main and secondary streets and various squares in cities, centers and villages, and in cooperation with national private sector companies working in the field of waste, which is what we are witnessing. The governorates of Cairo, Alexandria, Menoufia, Port Said, Qalyubia, and a number of other governorates, in order to achieve the government’s goal for citizens to feel that there is a real change in the level of cleanliness and to create a sustainable system for waste on the lands of all governorates.
The Minister of Local Development stressed the state's endeavor to make the most of all infrastructure projects within the waste system that were established during the last period in order to preserve the state's investments and operate them well to contribute to improving the level of the system, as well as identifying the latest technologies present in this file.
Major General Hisham Amna indicated that the President of the Republic and the Prime Minister are following up, through periodic reports, the latest developments in the implementation of the new waste system on the lands of the governorates, as well as following up on the collection and transportation systems, street cleaning, public facilities, recycling and treatment operations, safe sanitary burial, and closing random dumps.
The Minister of Local Development thanked the Minister of Planning and Environment for the support being provided to implement the new waste system in the governorates, pointing out that the waste system witnessed during the last period investments estimated at about 25 billion pounds from the state and development partners, led by the World Bank and the European Bank for Reconstruction and Development.
The Minister of Local Development also thanked the work team in the ministries and the Arab Organization for Industrialization for the efforts they made to finalize those contracts. Major General Hisham Amna also extended his sincere thanks for the facilities and amenities that were provided in the new contracts and the increase in the capacity of the landfills and the years of warranty and obtaining the best offers and savings.
